Difference between the Creme and Hydra Toxic Waste Eyeliners?
The Toxic Waste Creme Eyeliners glow under UV black light and can have a mixing sealant added directly to the formula to help be smudge resistant. Creme formula is not as pigmented as a hydra formula. The Toxic Waste Hydra Eyeliners do not glow under UV black light. They're extremely pigmented, most of them are able to cover tattoos. Hydra formula is smudge resistant but not water proof since they're water soluble. Available in primary and secondary colors.
